I can tell you, while living in the UK, that there is no SSN, but there is the equivalent of a national insurance number. In my experience, with the exception of my employer, NOBODY needed this number. In accordance with the United States guidelines for PII (personal identification information), you should not even collect partial SSNs where possible.
It might be a good idea to consider other methods of collecting data and verifying users (or whatever your use case) before requesting an SSN, national insurance number, or any other unique number issued by the government.
