How to apply CSS locally on any online page?

Question

For testing

I don’t want to upload CSS to FTP with every change until the site is completed, but the site and content are online. (I'm not talking about saving the page locally, and then apply CSS)

Can I just apply CSS locally to any online page?

It would be easier to edit and see the changes locally until the CSS work is done.

I want to see the applied impact on Firefox and Internet Explorer.

Is it possible?
