What is the difference between countermeasure and control?

While reading the OWASP site, I came across pages

www.owasp.org/index.php/Category:Countermeasure

and

www.owasp.org/index.php/Category:Control .

My question is simple: what's the difference between the two?

I'm sure I could see this if there was more information, but now they both seem to be claiming to be what they are used to detect, deter or deter attacks.

From the links given, it can be seen that at least OWASP considers them synonyms.
