Question from the interview - C #

I was instructed to conduct my first interview and would like to ask my question in this world both for their feedback on my question and for their decisions.

Question: I have an outdated system with users and files, information about all files related to the user is stored on a flat file.

I want to update this system storing all the information on db, design tables and create a C # system that will populate the new db, as well as ftp files in a new way.

Define a desgin consideration and develop a prototype.

Note. We are looking more for what is design and why than code that compiles. If this happens, then you are lucky, and we will give it more weight.
