If I have a definition of a procedure that has been saved in source control, is it necessary or useful to keep the tombstone up to date?

Here is what I mean by a tombstone:

In order not to update the tombstone, suppose that people enter the appropriate information when checking for updates in the original control. This was a big problem at my last job — it was company policy, but there was no means to implement business rules to enforce behavior.
