Is it possible to resolve the host name from an IP address without DNS?

Question

Assuming you have an IP address and no other information. You cannot use DNS, as this may be a message about invalid information. Also assume that the destination machine is running Microsoft OS and is currently online and is loading.

Is it possible to request a machine directly using an IP address (any service / port) to find out what is the host name on this computer?
