Best way to make p2p app on silverlight

I am creating a silverlight application and would like to add p2p features - allowing users to send data to each other.

• Is it available out of the box?
• Should I wait for Silverlight 4.0?
• Do I need a p2p server?

I do not think that you could do this work in Silverlight without a server environment.
