Silverlight or ASP.NET or both?

Right now I'm starting to learn Silverlight . I have expriences in ASP.NET and how the concepts of " Masterpages . Is Silverlight a similar concept? I got a little familiar with the Silverlight navigation area. Is this a good replacement for" Masterpages "? It makes sense to combine ASP.NET and HTML (with Javascript) with Silverlight or is it more appropriate to develop and write clean Silverlight applications? Mybe in the future, I will begin to develop an intranet (business) application that will have a lot and complex user experience (it should behave like an application for using Windows). I think Silverlight is a better choice than ASP.NET !? Does it also make sense to start using / learning WCF RIA services immediately? Are there any good (VS) templates to get started with Silverlight, or which are a good foundation / starting point for a new Silverlight application? Unfortunately, I miss the “ Starter Kits ” at http://www.silverlight.net , as well as the starter kits at www.asp.net! Thank you in advance for your hints.
