Sending mail with attachment in C ++? (or How to create a MIME-encoded email that I can send to SMTP?)

Is it possible to do this without any third-party library.

I can send mail to gmail using simple socket functions. I can send files to one computer to another. But I need to send with attachment to any email account ...

can this be done using smtp?

(I searched here, but the answers I looked at are not in C ++ or not on Windows or are not fully open. Sorry if there is an answer (s) that was indicated earlier, but I could not find)
