If the Planner is an actor in the usage chart

Assume that the scheduler that is part of the system is responsible for sending weekly emails to users. Should the “planner” be seen as an actor, or should he be modeled as a precedent?

The casting guidelines say: If: This is the actual person interacting with your system. If “Yes” is an Actor Else: This is what you can change in the system. If "No" his Actor

The planner is not human. And you can change its functioning. But my gut says it could be an actor. A little help would be great.
