Can I send a text message “for free” (not charged to the recipient) from the service provider?

We asked the client if it was possible to send a free text message to the subscriber. They would like to know if there is a way to not charge the recipient for an incoming text message?

We work with several text messaging services, and I do not see this as an option. My assumption is that you will need to collaborate with each carrier and send a message from your system in order to accomplish this.

Are there third-party service providers with this capability?

In the UK, this is the standard 10p for sending a message, and the recipient does not pay anything, as it should be. We in the UK can buy a text package, for example, about £ 5, and this gives you cheaper texts, and some providers here give you free text messages every month anyway
