Question about CSSTidy

Unlike most other CSS parsers, no regular expressions are used, and thus CSSTidy has full CSS2 support and higher reliability.

I wonder why CSSTidy built its own parser and did not use the official SAC API (which also includes support for the new CSS3)? Is there any technical or practical reason not to use SAC and write my own parser? Infact, now there are no css tools that use SAC, I wonder why?
