Android - about window in application manager?

Question

I was wondering, does anyone know how to attach an Android application to a box in the application manager?

So, when the user goes to "Settings"> "Applications"> "Application Management" and clicks on the application, the "About the program" window appears, which the user can click and information about the application will appear.

I think this is only a feature of HTC rom, and you cannot create it for your applications.
