Is there a way to support use when there is a group of people who report to the two heads of the group. this is not like my initial testing, but we wanted to make sure that it really is. I have a precedent when some people report to Joe and some people report to Tom, but some people tell both Joe and Tom how they are chapters.

No, you can’t. When you add a second relation, it replaces the first (that is, if you have “Mike tells Tom,” and then adds “Mike Joe reports,” the graph will show “Mike reports Joe”).

Each node can have zero or one parent node and zero or more child nodes.
