It seems that the Axis administration client org.apache.axis2.client.ServiceClient throws org.apache.commons.httpclient.HttpMethodDirector.executeWithRetry () and default repeats 3 times. Is there any way to set so as not to do replays?

You can set it using the parameter HttpMethodParams.RETRY_HANDLER. In your case, for example:
