Benefits of Interface Metadata in a Database

I am working on an application where interface metadata is stored in a database.

Basically, a C # .NET application reads the position, size and text of buttons, labels, radio buttons, etc. from SQL Server tables.

As far as I can tell, who ever wrote the application, he entered all this information manually, because I could not find the tool (or any hints of the tool) used for this.

Anyway, I find it rather tedious to save this information without any tool, and I wonder what advantages such devices have, and not just use the Visual Studio interface constructor?
