Scroll bars in a modular panel

Question

I am working on a web application where we have a modal panel / dialog popup for collecting user data. The form inside the panel has grown, and we proposed splitting the form into several tabs, but our client suggested adding scrollbars to the modal panel.

Are there any problems with the convenience of using scrollbars within the modal panel? I think this is bad practice, but I would like other opinions.

Update: I will explain the scenario in more detail. We have a search page where elements of search results can be saved (copied to another area of ​​the system). Additional information can be stored along with these elements (for example, additional comments, assignment to other buckets - I cannot go into details). When a user wants to save an element of a search result, he can check one or several elements and click the "Save" button - this is when a pop-up panel pops up.

Initially, users were sent to a separate page, and they followed a series of pages. Our customers believe that this requires a lot of time, so we changed the page to use a modal panel.

I'm not sure that 100% use of the modal panel is the best design, but what we have now. I welcome any other ideas.

Well, I have to ask if you have a modal form that takes so long, should you turn it into your own page?

I mean, the whole point of modal dialogs is to tell the user something that he needs to know (which is usually ignored and annoying), or to get some information from the user that is needed before continuing.
