OSX: get application windows + borders

Question

Is there a way to get a list of windows from another application and their borders. For instance. using F-Script or obj-c or in any other way (except AppleScript) to access the contents of the window of another (any other) Cocoa application and, possibly, change it?

I am talking about 1) access to data (like http://the.layersapp.com/ ) and 2) its modification
