Is there a traffic limit for the Apple Push Notification Service?

Is there any traffic restriction on Apple PNS? The documentation reads:

You should also keep APN connections for multiple notifications. (APNs can view quickly and quickly repeatedly installed and failed as a denial of service attack.)

It seems that heavy traffic is allowed only when connected. Only the mentioned case of quick connection / disconnection.

Is there really traffic restriction?
