Creating a site for answering a question using CMS

I want to create a website to answer a question like this so that students ask questions to schools and career planning questions. I planned to use Joomla as a CMS, but I'm not sure if such a site can work with CMS. I have little experience in website development, and for me it will be a learning experience.
