Search for enterprises by latitude and longitude (API? / Webservice?)

Question

I am looking for a database for free (csv, tab delimited, xml, etc.) or even a web service or API that will allow me to request lists of companies at a certain distance from latitude and longitude.

A global area would be ideal, but I would agree to Canada / US information.

Does anyone know anything like this?
