Reloading plugins

Question

When developing the Grails plugin, you can configure it to reboot using the watchedResourcesor properties observe. From my reading of the official docs, it seems that the former will cause the plugin to restart when the file changes, and the latter when the plugin is changed, is this correct?

Say, for example, the plugin must restart itself at any time when the Grails service is changing, the following equivalents?

def watchedResources = "file:./grails-app/services/*Service.groovy"
def observe = ["services"]
