How does web radio streaming work?

My sister is an absolutely Internet radio environment. She listens to Internet radio all the time. So I thought, why not write a little funny stylized application for her upcoming birthday ,-)

I would like to understand the concept of streaming online radio. Since I never listened to online radio, I need advice from you guys.

Questions, in my opinion: Is the stream just a file that I "open"? Does it have a url like any other web resource?

My goal is to write an application that takes the URL of a stream and then just plays that stream. However, I read somewhere else that I need to have my own server hardware with sophisticated software for converting sound and the like. I mean ... right? Are there no window programs that play any web radio with a given URL out of the box without any third-party server in between?

Note. I do not want to stream the stream, but I want to listen to the stream. Sorry for my bad english. I do not want to send a stream. Just get one.
