GNU version 2 public license with Classpath exception?

I noticed this today, and I searched it on Google, but I can’t find it GNU Public License Version 2 with Classpath Exception. Is this a new license? What does it cover?

Edit: I was initially joking (and actually was not Googled) because I thought it was a Netbeans error, but I see that the joke was on me: this is an exception from GPLv2 when you reference the Netbeans library on your classpath .
