What is the advantage of themes over CSS in ASP.NET?

Since Themes in ASP.NET are used to style elements of your site, I'm just wondering why you use themes and not CSS, or is it common practice to use both? If so, when will you choose one against the other and why?

It seems to me that Themes are not needed, so I just look at the explanations if there really is a good reason to use them, or it's just part of the frame as an alternative (unnecessary) step to style your site.
