Why would anyone create a problem through a commit log?

I studied SCM / Bug tracker integration when I discovered that it’s not only possible to close and change problems from the commit log, but it is also possible to create them.

But since the commit log is intended to change code, I don’t understand why someone needs to change the code to create a problem. Please provide one scenario where this is warranted.

One scenario may be that you are fixing a fix for a specific problem, but know that the problem you have resolved is a short-term fix for the problem.
