Crowdsourcing map Edit application for enviornmental cause

I want to create an application where users can mark the location of polluting factories on a map. Google Map provides the MAP Editor feature. We would like to have our own website, for example www.toxic-map.org, where people could mark these places. What would be the best approach for this?

In addition, we must be able to archive this database, which can be cross-checked or used for other purposes.

This will allow us to conduct a small, accurate census of such organizations and thereby help us to combat illegal factories in this harmful environment. Most of our work is focused on developing countries in Asia.

Edited: Google Maps is one option. I am open to other possible solutions. I look at what we could do with rapid prototyping.

On the client side, I recommend that you take a look at OpenLayers , a free and open web mapping framework released under the BSD style. It is fully written in Javascript and offers many features, including features that your application may require (add markers to the map, drag them to adjust the location, ...).
