Oracle merge operation is not multithreaded

Just looking for some confirmation. We are trying to use the merge operator for two tables called from C # through stored procedures. calls are made from separate threads and / or processes. We get unique key violations in the two columns that also make up the on statement.

Our theory for this is that the operators occur simultaneously with the same data, and the merge operator is not multithreaded. Has anyone else or seen this problem before?

Any thoughts on solutions to this problem?

Oracle has nothing to do with threads and processes on the caller.
