How to use Dev tools that flash a short pink rectangle on all screens that are redrawing?

The tool is described in http://developer.android.com/guide/developing/debug-tasks.html

Can someone suggest me where to install this tool and how to use it?

The emulator has a package with the Dev tools installed.

Follow the link: Dev Tools -> devlopment Settings -> check for screen updates.

This will show all the regenerations in pink.
