How to create a shortcut in SendToFolder for all users with WiX?

When I try to create a shortcut in the SendTo folder for all users on WiX, I get the following error:

warning LGHT1076: ICE91: the label "MY SHORTCUT NAME" will be installed in the user directory "SendToFolder", which will not change depending on the value of ALLUSERS. This file will not be copied to each user profile, even if installation on a computer is required.

Right now I'm creating a shortcut as a non-advertised shortcut that exists as a sub-element of the File element that it refers to.

Is there a way to make this shortcut accessible to all users?

This article about SuperUser states that you can create SendToFolder for all users, but I don’t see how to do this with WiX.

Another article suggests that you can use MSI’s self-healing capabilities to make the shortcut reinstalled for all users, but if I don’t understand this, you need to use the advertised shortcut and the announced shortcuts will not appear in the send menu.

Any help or suggestions would be appreciated.
