TortoiseSVN is a standalone program. NetBeans has its own SVN integration. The two are not related to each other, but you can use both of them interchangeably.

It is easy to install between Netbeans and tortoiseSVN. If you use windows:

Not sure if this is so. Perhaps you integrate NetBeans directly with Subversion? Subversion integration seems to be built into NetBeans during my installation. TortoiseSVN integrates with Windows Explorer.
