Is PMBOK more for implementation and Agile, Scrum more for engineering?

Will PMBOK be more for implementing the software, delivering it to the client, while Agile or Scrum more for creating the software in the first place? Just trying to figure it out.

Thank.

EDIT: My main concern is PMBOK. They use it a lot, where I work, but not for development (they are implemented with it.) They do not develop much, and therefore I can not ask: "Hey, what are you using for development?" I have to come up with a better plan myself. I really don't care that I'm PMP certified, but if this is the best way to develop software using PMBOK, I can justify studying it. If scrum or agile is the best way, I would rather use this and be successful than having pmp by name.
