Content Management Systems and S3

Question

I want to create a file sharing site and save files to S3. I also want different users to upload their different files and be able to see them, have access to them (open, share, etc.) and manage them (delete, edit, etc.). I want to set the ownership of each downloaded file and access permissions for users.

So, I am thinking about using open source CMS.

Is this a good approach? Are CMS the right things to use here? Which one is best to use with S3?
