MSMQ or Service Broker or bulk insert for handling FIFO messages?

We have a scenario in which we need to use update / insert queries for the database regarding incoming real-time events. We can go for any of the options below 1- MSMQ 2- SQL Service Broker 3-user caching mechanism (using file cache, Bulk Inserts, triggers to convert inserts to updates, if rows already exist, etc.)

We do not use transactions, what should be the best option?

If we decide to use MSMQ, there is no guarantee about ordering messages, we want its FIFO. So far, the best approach seems to be our own implementation, but if MSMQ or Service broker can provide FIFO message processing, it will be very nice.
