Problem creating a web service from WSDL

The problem I am having is that when I try to create a web service in netbeans using this wsdl, netbeans says that no service is defined. I am new to all wsdl work, but as far as I can tell, there is one specific one.

XMLSpy says wsdl is valid, but it fails when I try to create a web service from it. Any help would be appreciated even by constructive criticism.

EDIT

Using wsimport from the commmand line, I get.

[ERROR] Invalid wsdl: operation "RequestQuote": its operation is rpc-literal, mes part of sage must refer to the declaration of the type scheme line 16 of the file: / D: /projects/DICACORD/QuoteRq2.wsdl

Does this mean that although both xsd are imported, do I still need to define types in wsdl?
