At the beginning of next year (2010) I will start working on a new project with Rails. Can someone give me advice on which version of Rails I should use and why?
I would go with the latest version (2.3.5), since there seems to be no sign of the imminent release of Rails 3.0, which was announced more than a year ago . I also suggest trying to use Ruby 1.9.1 compared to 1.8.X, since there is an increase in performance .
Rails 3 ~ 2010 , .

, 2.3.x 1.8.7 - , .
On the other hand, if the project is more experimental, then it might be worth taking a look at Rails 3, but I would not choose it for a commercial project if you are not experienced enough to deal with potential compatibility and other problems that may be part of working with it at an early stage.
