How can I expand or collapse all regions of a project using Visual Studio 2008?

Look in Edit → Describing.

The options are as follows:

• Toggle extension selection - Ctrl+ M, Ctrl+M

• Toggle all selection - Ctrl+ M, Ctrl+L

• Stop selection - Ctrl+ M, Ctrl+P

• Collapse all definitions - Ctrl+ M, Ctrl+O

The All Outlining switch is the option you need.
