I assume that you are using '.h264 as a file extension to refer to raw H.264 (AVC) video streams. In this case, no, this is only one video stream that cannot include any other media streams.
This would not be very useful in itself, since an unprocessed (demultiplexed) video stream cannot be requested (without an index), and almost nothing will play in it. You will have to multiplex it along with any audio or other additional media streams into a container file (usually MP4 or MKV).
