Offer a tool for prototyping the site structure

Question

I am looking for some tool that will help me prototype the basic structure of the site and logistics (or just the user interface).

It must be extremely effective in terms of the time required to perform simple changes, such as changing the position of objects on the page. It should provide functions for creating multiple pages and linking them.

I do not need the visual aspect of things, just the basic structure, placement of objects and logistics.

I prefer a standalone, free, open source solution.
