How to block a Windows port

I want to block the Windows port using C # or any other way, since it should not be used by others until I release the block on how to do this. Are there any free s / w ports available for blocking (tcp, udp, etc.). Please help me solve this problem.

If you bind to this port, no one can bind to it. This is the only way to block others.
