Focus on style sheets and browser compatibility

Let me start this topic by explaining my experience with web design. I have always been more a programmer in the background, with PHP, SQL and other things. However, I have a shallow background with HTML and CSS. The problem is that I do not know everything. What I know when it comes to development (rather than dirty work), I understand the basic properties of CSS, and I also understand HTML, and I can usually dump a sloppy web page with two and two million dollar DIV tags.

Anyway..

The problem that I have always encountered is that when I create the website in a browser like IE7 (and then it looks great on IE7) and then browse it on IE8 or IE6 or Mozilla (etc. .), it gets everything indirect and ugly and looks completely different than it should look on IE7.

Question one:

Basically, I ask everyone what route should I take to find out how to build a website correctly? Build, as is the case with CSS and HTML standards, which will make my site look the same for every good. (Not only training standards, but where can I learn to write my code correctly?) Where is a strong free resource that I can use to find out how this happens?

Question two:

How to encode my site? Do I use all external stylesheets to simplify the dynamic design of the page, or can I somehow copy some things into DIV tags on each page? What is right?

Oh, and if anyone has any lessons on how to properly design the full layout, feel free to throw it back somewhere.
