Visual Studio: ctrl + shift + v opens a clipboard window

I am trying to get the clipboard ring to work by pressing Ctrl+ Shift+ V, but this only opens a window showing what the clipboard contains. I would like the elements to change cyclically when I click V, and not open in a window.

Ctrl+ Shift+ InsertWorks just as expected, and both are displayed on Edit.CycleClipboardRing, so why they do not behave the same way?

I think this is a ReSharper shortcut that contradicts your Visual Studio shortcuts. See if you can find a shortcut ReSharper, mapped to Ctrl+ Shift+ V, if you have the resharper
