Open file instead of saving file in Silverlight SaveFileDialog

In Silverlight there is SaveFileDialog, which allows you to save the file on the user's local computer. A dialog box opens allowing you to save the file. I am looking for a way to open a file that looks like a dialog that you get when you download the file through a browser.

Other than turning off a file on a server in a circular fashion or creating a server to create a file (not what I can do), are there any options for this?

The simple answer is: no silverlight does not allow this.
