Most open source wikis and CMS hosts place user-created themes / plugins in directories whose code does not appear to be released as open source software by itself. Drupal is open source and contains community themes and modules.

Of course. MEF is a great way to set up your own extensibility framework. But this will not be a ready-made solution. You will need to adapt it to your application by providing interfaces that plugins will need to implement.
