Neon Glow Effect in IE8

The following css creates a nice neon glow effect around the text

    text-shadow: 0em 0em 0.3em white; /* assuming a dark background */
}

However, it does not work in IE7 / 8

It will not work in IE8, as it text-shadowis a feature of the upcoming CSS3. However, you can add a secondary rule for IE7 / 8, called filter:Glow(invalid CSS syntax, proprietary for Microsoft).
