What is the best way to get your own software in Debian and Fedora?

Say that I can follow the packaging instructions and figured out how to make working .deb and .rpm, how can I get distributions to actually turn on my software?

What is, firstly, the fastest / easiest way, and secondly, the most suitable / official way?

What if my software depends on other libraries of people who do not have packages? Should I then take responsibility for their packaging?
