Does IE9 support the Compatibility button?

Is the Compatibility button part of IE9?

If Internet Explorer 9 had to use a different approach to "compatibility", this would be relevant and useful for serving outdated sites.

Yes and additionally supports compatibility mode IE7 or IE8 in the developer tools F12
