Web-based project management and time keeping software?

I work in an online store where most of us are not programmers. (I). The structure almost does not exist. The largest beauracratic design records our time, as it is important for business. Some of us are project managers, but everyone has their own system. Now, recently, customers want to evaluate all our work and coordinate the bill with the work performed - this is a nightmare. We need a better way to organize.

I would prefer an open source web tool that we can use to manage clients, projects, list time, and let project managers assign tasks to developers. It would also be nice if we had some kind of tracking or interception in the initial control, but we still did not work in our office, I insist on SVN.

It would be nice to have one place where everyone will be logged in, and all notes and information for work and the client are right there, along with the exchange of e-mail. This will help us get clearer specifications and ratings.

I am looking for something simple with the smallest learning curve, since we are not programmers, and we have little time to learn. Elegance is the key, and if I had the time, I would build the minimalist thing that we need in the house, but instead I am smart and ask what is there.

It would be great if it had been PHP since we worked.
