Is there a way to programmatically access the Outlook email voting feature? I would like to be able to send messages with voting turned on, as well as receive answers (preferably without a poll).

It looks like you want to use the MailItem.VotingOptions property from the Outlook object model. For example, see http://msdn.microsoft.com/en-us/library/bb226712.aspx (scroll down to the section where they talk about voting options).
