Obtaining a Symbian Code Signing Certificate as a Single Developer?

I would like to contribute to Loadstone. I can get the code to compile, but self-recording does not provide the necessary features to install and run the code. All sites for "free" development certificates seem borderline if they are not illegal. Since I am not a company, is there a way to get a development certificate that I can use, or am I out of luck?

Unfortunately, there is currently no way to get the publisher ID as an individual. This will change, but it may take several months.
